Kevin O'Donnell is the founder and managing broker of All Property Consulting Inc. With more than 25 years of hands-on experience in the strata property management industry across the Lower Mainland, Kevin has worked closely with strata councils through every aspect of managing a strata corporation in British Columbia, from major building projects to significant legal proceedings. That depth of hands-on experience shapes the advice he brings to every council he works with.
Kevin's approach has always been independent and council-focused. Comparative pricing on every major decision, independent engineering oversight on significant projects, and an outright refusal to accept any incentives from contractors that could constitute a conflict of interest. As Council President of Strata Plan NW2495 from 2004 to 2006, I brought Kevin O’Donnell on after terminating our previous management company for poor performance. What followed was a significant turnaround: longstanding security issues resolved, problem residents evicted, a years-long water ingress problem finally fixed, and a costly building-wide re-piping, pushed through without proper assessment by the previous management company, put to a stop.
On the piping issue, Kevin had the pipes properly tested, presented the findings to council, and proposed a water treatment system along with a five-year re-lining plan that avoided a special assessment entirely. The owners approved it resoundingly.
Kevin’s financial practices were ahead of the industry — separate accounts for every building, council-only cheque-signing authority, and full transparency on all financial matters.
